APOCRISIS is a GIS-enabled
Crisis Information Management System (CIMS) for operational preparedness
and effective response to emergency incidents and crises.
APOCRISIS supports
all phases of a crisis or incident “life-cycle”, caused by Natural
or Technological hazards, Accidents and malevolent
activities:
Mitigation: The organization records and digitizes all
information related to potential risks, human and material resources,
infrastructure, organization hierarchy, chain of command and action
plans to prevent or to respond to incidents. Information is categorized
by risk type and areas affected.
Preparedness: In addition to disaster response action plans,
selected automations for certain hazards –or human interaction- allow
for early warning when an incident occurs or is highly probable. The
system would send an instant notification to key personnel in case of an
incident, a user-defined alarm, or a change on the alert condition (such
as LERTCON).
Response: When an incident or crisis is identified, the system supports multi-organization
communications, damage reporting, standard operating procedure (SOP)
checklists and ad-hoc task management, resource management and several
views on a GIS for instant decision support. Press releases and
announcements are generated based on information classification and are
published on public or extranet portals.
Recovery:
During the recovery phase, operations involve full-scale reporting,
damage assessment, response cost estimation, recovery task management,
action plans reassessment and review.
APOCRISIS fully supports procedures followed by civil protection
organizations such as action plans, SOP checklists or ad-hoc actions,
which are assigned to individuals with a certain deadline.
APOCRISIS’
geographical and descriptive information views at any phase of a crisis
“life-cycle”, combined with task workflow and resource management, allow
the organization to effectively manage incidents and crises, thus
reducing disaster-related costs and exposure.
