The high numbers of
reported natural and technological disasters at both national and
European levels, coupled with their significant impact both from a socio-economic
and an environmental point of view, made it imperative to change the way
such phenomena are treated.
According to a United Nation’s report, natural disasters reached high
levels in 2009, resulting in the death of about 11,000 people. The same
report demonstrates that natural disasters affected the lives of 119
million people in 2009, while economic damages accounted for several
billion dollars.
Therefore, specialized
information infrastructure is required for organizations managing crisis.
This infrastructure should provide the tools for mitigation,
preparedness and an immediate response in cases of natural or
technological disasters.
